Job Description

SUMMARY

Responsible for development and for providing support to the conceptualization and design of operational, organizational, and command-level products. Best practices and design methods will be utilized to ensure the success of the U.S. Army Engineer Research and Development Center's (ERDC) Technology Knowledge Outreach (TKO).

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Research, design, and implement broad projects for technology transfer and transition initiatives.
  • Apply expert program analysis principals, practices, and procedures.
  • Develop written documents and/or presentation materials that are clear, concise, and understandable.
  • Provide technology transfer advice and expertise to scientific and engineering personnel.
  • Author the annual technology transfer report.
  • Serve as a subject matter expert for technology transfer strategic plans and agreements.
  • Develop strategies, policies, processes, and standard operating procedures.
  • Develop and coordinate tech transfer agreements that include Cooperative Research and Development Agreements (CRADAs) and Educational Partnership Agreements (EPAs), as well as the patent licenses.
  • Coordinate customer staff, leadership, legal review and required approval of all applicable agreements with appropriate offices and facilitates, negotiations with collaborators regarding statement of work, rights to inventions, and patent and licensing implications.
  • Participate in private and public sector outreach to facilitate and/or stimulate the transfer of technology.
  • Provide expert advice for Partnership Intermediary principals, practices, and procedures.
  • Provide technical assistance in the formulating the technology transfer awards and recognition program.
  • Process, prepare, staff, file appropriate correspondence (ADMIN).
  • Prepare all travel requirements (including plans, agenda, itinerary, or dates) and shall be pre-approved by the government Contracting Officer Representative (COR) within 5 days of trip.
  • Prepare a monthly report that summarizes each of the task associated with all performance objectives and provide to the COR.
  • Possesses and applies a broad knowledge of principles, practices, and procedures of particular field of specialization in completion of charts, graphs and marketing product assignments.
  • Maintain regular and punctual attendance.
  • Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES

None.

MINIMUM QUALIFICATIONS

  • Master's degree in an applicable discipline. In lieu of degree, relevant work experience may be substituted on a year for year basis.
  • Minimum of two (2) years in fundamental concepts, practices, and procedures of particular field of specialization.
  • Must be able to pass successfully a NACI (National Agency Check with Inquiries) background check.
  • Ability to secure and maintain a SECRET clearance (U.S. citizenship required).

  • Sufficient expertise in current modeling and simulation principles, techniques, processes, regulations, and policies.

  • Strong organizational skills and detail oriented.
  • Advanced ability to multi-task.
  • Demonstrates high degree of accuracy and thoroughness; monitors own work to ensure quality.
Job Requirements

WORK SCHEDULE

40 hours per week. May be required to work additional hours as needed to complete assignment or project.

TRAVEL

Potential for travel. When required, employee will need to complete an MVR check.

DRIVING REQUIREMENTS

Must have or be able to attain a valid state driver's license and be insurable on the company's automobile insurance policy. Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving. The expected driving time is less than 25%.

WORK ENVIRONMENT

Work is performed in a telework office setting, including normal office equipment (computer, fax machines, copier), laboratory equipment, and telecommuting with a wide variety of people in differing functions, personalities, and abilities.

PHYSICAL DEMANDS

Position consists of sitting for long periods of time, using hands/fingers, handling, reaching with hands and arms, talking, occasional walking or standing, bending, kneeling, stooping, crouching. Moderate to extended periods of office work with heavy periods of computer usage. May be assigned occasional to moderate periods of analytical tasks requiring extensive reasoning abilities.
