Work Location: This is a remote position.

**On-Site Requirements: On-boarding will require 1-2 visits to Patuxent River, MD for candidates that are local to the area. Candidates out of state will be onboarded virtually. Training will be virtual and telework maximized/permitted to the greatest extent possible, however for local candidates, training/tasking may require on-site work a few hours per week. Future on-site/telework requirements/schedules may change as additional client direction is received.

Essential Functions:

  • The AVPLM Computer Information Project Owner acts as the technical liaison between the Software Development Group, Infrastructure Team, and System Architect to manage the development and implementation of new and/or enhancements, and ensure requirements are captured and implemented in the Aviation Product Life Cycle Management (AvPLM) Siemen's Teamcenter cloud environment. The Product Owner uses judgment to interpret internal and external issues and develop best practices. May direct resources, prioritize tasks and provide guidance to less experienced team members. Relies upon experience, interpersonal skills, and broad knowledge of field to ensure task completion in compliance with policies, procedures, and business strategy. Works directly with the Product Owner to manage schedule and performance. Skills required for this job are typically acquired through the completion of an undergraduate degree and 7+ years of experience.
  • The successful candidate will directly assist the Government Project leadership and Product Manager in providing technical management under the AvPLM pillar of the Logistics IT vision. They will manage software requirements and the AGILE software development life-cycle of a fielded system, and support Modernization of the system into new technologies. They will act as a liaison between the USN Fleet representatives, the PEO(CS) LOGIT Aviation Logistics Environment Team, and the contractor Development Teams.
  • Other duties as assigned or required.

Qualifications and Experience:


Required:

  • Knowledge of NAVAIR Logistics systems including Optimized Organization Maintenance Activity (OOMA) and Siemans Teamcenter.
  • Experience working in Sieman's Teamcenter.
  • Experience with Microsoft Office products, including Microsoft Teams, PowerPoint and Project. Advanced knowledge using Excel and Viseo.
  • Strong attention to detail, well organized and ability to self-prioritize multiple activities.
  • Ability to adapt quickly to support emerging customer and fleet requirements.
  • Business proficiency in developing and presenting technical information, and presentations to non-technical audiences.
  • Familiar with the Agile software methodology.
  • Experience with deployment of applications within the NAVAIR hosting environments.
  • Identify new methods and technologies that meet the requirements of the system and make recommendations for modernization of the system.
  • Participate in requirements elicitation and management meetings, as well as the contractor AGILE ceremonies.



Desired:

  • Familiarity with NAVAIR programs desired.
  • Familiarity with Logistic Data desired.
  • Experience working with Baseline Managers, Supply Units and Fleet Readiness Centers understanding logistic data requirements.
  • Familiarity with Agile software development methodology desired.
  • Experience with modernizing fielded DoD software systems desired.
  • Experience in Product Owner or Development roles desired.
  • Advanced knowledge of Jira.
  • At least two (2) years of experience with AvPLM software, Siemens Teamcenter preferred.



Security Clearance:
Active Secret clearance required. Requirements to obtain a clearance include US Citizenship, security investigation, etc.


Education:
Bachelor's degree and 4 years of experience performing the duties listed above, or a total of 9 years of work experience in lieu of a bachelor's with an associate degree.
