POSITION TYPE: 12 Month, EHRA Exempt Professional Staff (EPS), FLSA Exempt, 1.0 FTE

HIRING SALARY RANGE: $85,000 - $96,000

Hiring salary will be determined based on education, experience, equity, budget, and market considerations.

Description of Duties:

This position is in-person with flexible/remote hybrid options. Some travel may be required from Morganton to Durham, Raleigh, and Chapel Hill to attend meetings, workshops, training, etc.

This position is an HR Generalist position that serves as the Assistant HR Director at the NCSSM-Morganton campus and will report to the NCSSM Associate Vice Chancellor for HR who is located at the Durham campus. The position incumbent is responsible for providing leadership and strategic planning of human resources operations and support across all employee types including faculty and non-faculty employees and temporary employees assigned to the Morganton campus. This includes interpretation of state and UNC system HR policies, providing consultation and advice on HR issues and concerns, and developing and implementing both local and the institution's HR strategies and plans within Morganton. This position is responsible for ensuring that Morganton's personnel actions and activities are compliant with relevant federal, state, and UNC system policies and support the institution's strategic plan and goals.. The position incumbent will be responsible for integrating HR best practices within Morganton.

- Talent Acquisition and Onboarding: Manage the strategic recruitment, hiring and onboarding processes for the Morganton campus for faculty and staff, including reviewing and qualifying candidates and entering new hire actions into Beacon (state HRIS system).

- Classification and Compensation: Advise Morganton campus departments and hiring managers on classification needs and staffing requirements with a broad understanding of both short- and long-term goals of unit management.

- Policy, Planning and Process Improvement: Identify trends that could affect strategic planning objectives and/or operational resources for the Morganton campus. Administer various human resource plans and procedures for all Morganton staff (temporary, SHRA, and EHRA). Assist in the development and implementation of personnel policies and procedures. Maintain compliance with federal, state and UNC system employment laws and regulations.

- HR Reporting, Data Management and Systems: Assure that Morganton HR transactions are processed in a timely and accurate manner with attention to data integrity. Support NCSSM-Morganton strategic initiatives as required and utilize effective problem solving and project management skills to ensure timelines, budgets and milestones are met or exceeded. Track and analyze key metrics to monitor customer satisfaction and continuously improve HR service delivery to Morganton customers.

Produce reports and analysis for management regarding HR trends and metrics utilizing relevant institutional or local reporting tools.

- Employee Relations, Employee Engagement, and Organization Development: Serve as a local resource on employee relations issues and concerns and partner closely with the Associate VC for HR on employee and management relations in addressing specific complaints and concerns. Develop NCSSM wide training and professional development opportunities for employees and managers including working with outside entities to bring training opportunities to NCSSM.

- Benefits and Leave Administration: Ensure that key benefits and payroll information is appropriately disseminated within the Morganton campus. Ensure Morganton employees are enrolled in benefits during onboarding, open enrollment, and qualifying life events. Work with the Associate VC for HR and CHRO on employee accommodation requests,

Knowledge, Skills and Abilities / Competencies

  • Experience working with employment eligibility verification, including the form I-9 and the E-Verify system.

  • The successful candidate must demonstrate a working knowledge of federal and state employment laws and regulations (e.g., FLSA, ADA) and have prior experience in consulting with employees and departments on some combination of recruitment, compensation, employee relations, position classification, training and development, or employee benefits matters.

  • Desire HR Professional certification (e.g., SPHR, PHR, SHRM-C, etc.).

  • Knowledge of HR policies, procedures, best practices and their theoretical bases, demonstrated by the ability to apply and interpret a variety of interrelated policies, procedures and programs for clients and address clients' non-routine issues.

  • Demonstrated experience dealing with sensitive personnel issues and maintaining confidential information.

  • Effective problem-solver with the ability to work effectively under pressure, meet deadlines and exercise sound judgment and discretion.

  • Successful project management experience, including meeting numerous deadlines and objectives and managing multiple projects.

  • Ability to establish and maintain collaborative professional relationships with all levels of management and staff and have the ability to promote a high level of integrity among all staff.

Minimum Education and Experience Requirements

Bachelor's degree and two years of progressively responsible experience analyzing, interpreting, applying, communicating and promoting HR best practices in the context of organizational goals and objectives; or an equivalent combination of training and experience. Degrees must be from appropriately accredited institutions.

Prefer five years human resources experience as an HR Generalist; experience in higher education HR, preferable experience with UNC System or State of NC.

Vacation: EPS (Exempt Professional Staff) employees receive 24 days per year. Leave is earned monthly.

Sick Leave: 12 days per year.

Employees are vested for retirement after 5 years. Option (2) The Optional Retirement Program requires 6% of gross salary. Employees in ORP are vested after 5 years of participating in ORP. As a participant in either retirement program, you are automatically covered for short-term disability (eligible after 1 year of service/no cost), long term disability (eligible after 5 year of service/no cost). Death benefit of minimum $25,000/maximum $50,000 based on previous 12 month salary (eligible after 1 year of service/no cost).
