Primary Purpose of the Organizational Unit:

The Department of Educational Leadership and School Administration (ELSA) at Fayetteville State University is centered around academic excellence and leadership in educational practice. It is the institutional cornerstone for preparing educational professionals for advanced roles in administration, underpinned by the university's distinguished doctoral and master's programs. The unit's mission is guided by the strategic vision of the ELSA Department Chair, who is committed to fostering a culture of scholarly rigor, curricular innovation, and advocacy for staff and students. The Chair's leadership ensures the department's alignment with the university's goals and its prominence as a hub for intellectual growth and community engagement. Through collaborative efforts, the unit aims to produce outcomes that reflect a steadfast dedication to educational improvement, student achievement, and responsiveness to the evolving demands of educational leadership and administration in both P-12 schools and higher education.

Primary Purpose of the Position:

The Department Chair of Educational Leadership and School Administration at Fayetteville State University is the chief academic, administrative, and fiscal officer of the department, responsible for providing visionary leadership and advocating for faculty, staff, and students. This senior role involves communicating the department's goals, overseeing the doctoral and master's programs, and ensuring excellence in scholarship and curriculum. The Chair handles strategic planning, budget management, faculty and staff oversight, student recruitment and advisement, and maintains accreditation standards. Reporting to the College of Education's Dean, the Chair is integral in driving the department's academic and administrative success, securing funding, and building external partnerships.
Description of Work Continued:
Academic Leadership and Strategic Vision (30%)
  • Steer the department toward transformative, innovative instruction, and research.
  • Align departmental goals with the university's strategic plans.
  • Ensure programmatic offerings are progressive and of high quality.
  • Facilitate and uphold standards for the university's only doctoral program (Ed.D.) and the Master's in School Administration.
Communication and Collaboration (25%)
  • Act as the primary liaison to external agencies and academic constituents.
  • Promote and facilitate collaboration with other FSU academic units, departments, and programs.
  • Engage in constructive communication with administrators, faculty, staff, and students.
  • Advocate for shared governance, ensuring faculty participation in departmental decisions.
Administrative and Fiscal Management (20%)
  • Allocate and manage budget and resources with equity and effectiveness.
  • Maintain oversight of accountability measures and accreditation requirements.
  • Implement university strategic initiatives and complete unit performance reports (i.e. IHE Report, Title II Report, OPAR, Candidate Assessment System (Taskstream), etc.).
Faculty and Student Development (15%)
  • Drive recruitment and retention efforts for faculty, staff, and students.
  • Conduct yearly faculty and staff performance evaluations.
  • Engage in and oversee the processes of Reappointment, Tenure, Promotion, and Post-Tenure Review in accordance with university standards, policy, and requirements.
  • Foster an environment that prioritizes teaching excellence, scholarly research, and service.
Teaching and Service (10%)
  • Contribute to the academic mission by teaching at least one course per semester.
  • Create a departmental culture that values planning, problem-solving, and responsive leadership.
  • Undertake additional duties as required by the COE Dean to support the department's mission and service to the university.
Minimum Education And Experience Requirements:
*An earned doctoral degree (with dissertation) in Educational Leadership/Administration from an accredited institution.
*Evidence of eligibility for rank at Associate/Full professor (reflecting a record of excellence in scholarship, higher education teaching, and service).
*Previous administrative experience in higher education (experience of successfully serving in the role of department chair of a similar department preferred).
Knowledge, Skills And Abilities:
Preferred Qualifications:
Earned doctorate in Educational Leadership/Administration or a similar field from an accredited institution. Professional skills in communication, organization, problem-solving, and proven leadership abilities to motivate and lead a diverse team. A minimum of five years of experience in higher education with a successful track record in significant academic leadership roles is essential. This includes experience in teaching, research, service, strategic planning, budget management, and program development, as well as a record of tenure and promotion. Familiarity with accreditation, certification, and licensure in education, alongside a demonstrated commitment to diversity, equity, and inclusion, is crucial. While specific certifications or licensure are not detailed, relevant qualifications that align with the legal and operational standards of the field are beneficial.

Minimum of 3 to 5 years of progressive leadership experience in P-12 and higher education environments, demonstrating an escalating level of responsibility and influence. Hold the status of a full professor (or equivalent), with a notable record in educational leadership, research, and scholarship. Substantial experience in creating online and hybrid courses, applying innovative teaching strategies, and aligning academic standards with course objectives to meet educational excellence. Strong capabilities in financial oversight, strategic planning, and resource management are essential. Have a history of building partnerships and engaging with the community to enhance departmental goals, coupled with a commitment to diversity, equity, and inclusion, and a track record of mentoring diverse faculty and students. Superior communication skills and visionary leadership that can adapt to the changing educational landscape.
