Minimum Experience/Education

Graduation from high school and two years of progressively responsible administrative/office management experience; including some experience as a lead worker; or an equivalent combination of training and experience.

* 5+ years of professional experience managing parking operations at a senior level for a college campus or comparable institution.
* Demonstrated success implementing, managing, and troubleshooting License Plate Recognition (LPR) based permitting systems and mobile parking enforcement operation.
* Proven experience collecting and analyzing parking utilization data to monitor trends and make recommendations for adjustments to campus or institutional parking plans.
* Overall proficiency with parking technology and systems, particularly applications for parking lot and garage facility operations.
* Demonstrated excellence in customer service and quality control.
* Demonstrated success working to implement operational change in a university environment or similar, large organization.
* Experience developing, communicating, and implementing operational strategies.
* Demonstrated ability to solve operational issues on the fly and clearly communicate unexpected changes to procedures or plans.
* Knowledge of Microsoft Office computer applications including Excel, Word and Power Point, and other computer applications.
* Demonstrated ability to move between office environment and operational work in the field, often in the same day.
* Emotional intelligence and the ability to navigate difficult conversations between stakeholders with competing requests.
* Ability and willingness to work with a flexible schedule, including early mornings, late nights, weekends, holidays, and long hours.

Position Overview

Primary Purpose of Position
The Parking Operations Manager (POM) will assist in developing strategy for all University parking issues-including both daily parking operations management and long-range planning-with a strong focus on customer service and data-informed decision making. This position also oversees the PTS parking enforcement program and University event parking support. POM must be able to thrive in an intense and fast-paced environment, addressing often competing demands with collegiately, fairness, and sound and transparent decision-making.
The Parking Operations Manager will rely heavily on data and technology, and must be comfortable working with advanced software and reporting tools, including the University's parking software, T2 Flex. Parking utilization data is largely drawn from License Plate Recognition (LPR), and familiarity with LPR technology is critical to the success of this role. Parking operation management, utilization analysis, and planning are crucial to the success of the University's parking and transportation programs.
The Parking Operations Manager is responsible for planning, development, and utilization of the campus parking inventory, developing and recommending plans to the Director and Associate Vice Chancellor for Campus Enterprises, and overseeing their successful implementation. The responsibilities of this position include analyzing University parking inventory and utilization, developing options and plans for an evolving parking operation, and working with the Director and PTS management team to update policies and procedures. This position must develop and maintain relationships with peer institutions for benchmarking and understanding best practices in the area of campus mobility. The Parking Operations Manager also manages a team of Parking Enforcement Officers (PEOs)-including a Parking Enforcement Lead, four PEOs, and any casual or outsourced staff to support event parking-and is responsible for the overall parking enforcement plan and operation for the campus.
The Parking Operations Manager's duties include an expanded role in event support and coordination with departments and event planners across the University to ensure success and a positive Aggie experience for all attendees. A strong focus on customer service and clear and timely communications are critical to the success of the parking operation, and this position will work closely with the Campus Enterprises Marketing Team to ensure all communication channels, including the PTS website, are up to date and provide clear information to the community. This position must also work closely with customer service center that administers parking permits and other transportation and commuter products and services-to understand customer feedback to parking policies and other issues and to ensure an overall positive parking experience on campus for commuters and visitors alike, from arrival to departure.
Primary Function of Organizational Unit
Parking and Transportation Services manages the University's parking resources by providing campus access to the campus community, visitors and guest. We are committed to safe and orderly parking environment through enforcement of parking rules and regulations. We are a customer service department.
Work Hours Monday through Friday, 40 hours a week. Positions may require weekend, and/or overtime work.

Responsible for developing the long-term strategy for parking on NACT's campus, oversees the overall management and programming of NCAT's parking inventory; supports lead operational staff advising them on campus parking lot and usage, including programming parking deck use with access control systems and signage; works with data to develop routine reporting processes for lot utilization and parking forecasting; maintains dashboard indicators to track and display parking program performance; works closely with The Customer Service staff to ensure clarity and consistency of parking rules and programs, and address customer feedback; tracks and assesses physical parking infrastructure and signage, working closely with Facilities and University Police to ensure safe and accessible facilities.

Responsible for the accuracy, security, and integrity of parking citations by monitoring input, running reports, and troubleshooting for common problems; trains parking enforcement officers in proper use of LPR enforcement tools, including software and software applications; identifies and troubleshoots any software or hardware issues related to the enforcement program to address issues promptly with technology vendor; serves as lead advisor to PTS and partners on gate access control systems and parking meters installed in University parking facilities.

Supervises one (1) full-time enforcement lead and four (4) full-time parking enforcement officers; responsible for hiring, training and developing the officers, implementing policies and procedures with the enforcement officers, and introducing new processes and procedures; trains Enforcement Lead and other Officers to effectively handle difficult customers in the field before they escalate and uses independent judgement, as necessary, to resolve the situation; working with the Enforcement Lead, develops and implements efficient patrol areas; oversees the management and staffing of all University event parking and hiring and managing contract parking staff to support major events, including all athletic events.
