The North Central Texas Council of Governments Transportation Department is seeking an entry- or mid-level Transportation Planner to support the Sustainable Development program, specifically related to Bicycle and Pedestrian Coordination. This position will conduct a wide range of activities with internal and external stakeholders in the Dallas-Fort Worth metropolitan area related to bicycle/pedestrian planning and studies; multi-modal corridor studies; safety education and outreach; the regional pedestrian safety action plan; the regional Bicycle and Pedestrian Advisory Committee (BPAC) and stakeholder meetings; data collection, including the bicycle and pedestrian count program; detailed maps for various planning projects; geodatabase file maintenance of regional trails and bikeways; and spatial analysis and data editing.

The active transportation network in the Dallas-Fort Worth region consists of more than 8,600 miles of existing and planned regional shared-use paths (Regional Veloweb), supporting community shared-use paths and on-street bikeways in various stages of development. Due to the pandemic, the North Central Texas Council of Governments is currently permitting employees to work a hybrid schedule that consists of the equivalent of a minimum of two days per week in the NCTCOG offices in Arlington, Texas, and three days remotely from home within the Dallas-Fort Worth Region.

Responsibilities may include, but are not limited to, the following:

• Planning, organizing, and promoting public education programs and materials related to the safety and accessibility of pedestrian and bicycle facilities
• Coordinating active transportation studies and projects, including stakeholder and community meetings
• Coordinating with partner agencies, civic associations, and consultants on active transportation projects
• Coordinating Bicycle and Pedestrian Advisory Committee activities and other project committee meetings (e.g., identifying speakers, topics, and outreach opportunities, and creating announcements)
• Providing assistance in the management of consultant contracts
• Drafting correspondence, documentation, reports, articles, meeting summaries, and executive summaries
• Drafting, preparing, and delivering presentations
• Creating detailed project maps
• Creating and maintaining databases
• Developing, coordinating, and reviewing plans and improvement projects, including roadway, intersection, pedestrian/bicycle, and other capital projects
• Performing various transportation-related assignments, including research and data collection
• Conducting spatial analysis and data editing
• Developing work scopes and agreements
• Creating and maintaining project schedules

Required Skills:

• Understanding of global, national, State, and local trends that affect community and active transportation planning
• Understanding of and the ability to utilize Census data and American Community Survey (ACS) data for analysis
• Good verbal and written communication skills
• Strong critical-thinking, problem-solving, and analytical skills
• Detail oriented, highly organized, and possess ability to multi-task
• Good interpersonal skills
• Ability to work independently and in a team environment
• Experience using Geographic Information Systems (ArcGIS)
• Ability to use Windows-based computer programs such as Microsoft Word, Outlook, PowerPoint, Excel, and Publisher; working knowledge of Teams, SharePoint, and Smartsheet a plus
• Experience with Adobe Creative Suite design software (Adobe Illustrator, InDesign, and Photoshop) a plus
• Experience working with the public and elected officials desired

Required Experience:

• Work requires a Bachelor's degree in analytical, quantitative methods (i.e., urban/transportation planning, landscape architecture, etc.); Master's Degree preferred
• At least one year of job-related experience

Salary

• Minimum of $45,875.00 - $55,050.00 annually
