About the Department |
The Department of Employee Relations, a unit within the division of University Human Resources (UHR) at NC State University, administers programs for and provides employee relations leadership and confidential consultation to a broad range of university administrators, managers, faculty, and staff in support of a positive and productive work environment. Employee Relations is dedicated to providing high quality and responsive workplace solutions to address issues related to individual employment, organizational effectiveness and the university work environment. Employee Relations partners to design workplace solutions. Employee Relations collaborates closely with campus units and partners on a variety of faculty and staff relations issues. Employee Relations Partners include but are not limited to: General Counsel, Faculty and Staff Ombuds Office, the Office of Institutional Equity and Diversity, Risk Management, and Environmental Health and Public Safety (including Police), as well as governance committees such as the faculty and staff senates. Programs and services provided by the Employee Relations Office include but are not limited to: managing the University’s Employee Assistance Program available to all university employees and their families; administering the Dispute Resolution and Staff Grievance Procedure; administering relevant human resources policy development; administering the performance management program for SHRA and EPS (formally EHRA) employees; coordinating the Unemployment Insurance reporting and appeal program; managing the mediation program; and managing the Exit Interview program, and assisting with the university and System Office Employee Engagement initiatives. The 900+ positions of the Facilities Division serve the community of the University’s teaching, research/administrative space and 2,240 acres of infrastructure. The Facilities Division provides design and building services, maintenance, custodial, landscape, solid waste removal, utility, removal, utility, mail, and motor pool services 24 hours a day, 365 days a year. The goal is to deliver cost effective services to the University, ensure completed projects and maintenance that conform to codes and regulations, while minimizing University liabilities and disruptions caused by the maintenance, repair, building, and equipment modifications to the University. Facilities Human Resources is the first point of contact for the Facilities Division staff for all HR needs to include timekeeping, payroll, leave administration, hiring, classification and compensation, training coordination and performance management. With a focus on the unique needs of the Facilities Division, Facilities Human Resources strives to provide HR support and services that are relevant, effective and streamlined. We align our programs and service offerings to the organizational goals, objectives and values of the Division. |
Essential Job Duties | The Consultant position is a 60/40 split between NC State Facilities Division and the Office of University Human Resources and is is a direct report of the Director of Employee Relations. The Consultant provides advanced level strategic consultation to staff, faculty, post doctoral scholars, and administrators to support an engaged work environment and resolve workplace problems before they escalate to formal grievances, external complaints, or legal action. The Consultant mitigates institutional risk of non-compliance with employment law and provides training to campus units and partners as appropriate. The Consultant advises managers and hiring units on performance concerns and defensible corrective and disciplinary actions or sanctions to help ensure compliance with federal, state, university, Office of State Human Resources (OSHR), and campus employment laws, policies, and regulations. The Consultant will have programmatic responsibilities that may include performance management, grievance, appeal and/or mediation programs, corrective action, training on employee relations (ER) issue identification and just-in-time remediation, and/or others as appropriate. Facilities Division Duties and Responsibilities: There is a dotted line reporting relationship from this position to the Director, Facilities HR in the Facilities Division. In that capacity, the position assists the Director, Facilities HR with developing, implementing, and maintaining culture initiatives and programs that promote a positive organizational culture for the Facilities Division that includes 24/7 Building Maintenance & Operations departments, Business Operations departments, Design & Construction departments and Campus Planning & Strategy Investment departments. The position at the direction of the Director, Facilities HR will lead/co-lead climate checks and other broad/large scale inquiries in response to identified team, individual, manager, culture issues/opportunities for improvement. This often includes working with leaders, managers, and teams across the division.

Qualifications
Minimum Education and Experience | Graduation from a four-year college or university and 4+ years of progressively responsible experience analyzing, interpreting, applying, communicating and promoting HR best practices in the context of organizational goals and objectives; or an equivalent combination of training and experience. Degrees must be from appropriately accredited institutions. |

Preferred Qualifications | 5+ years with a focus in Employee Relations with experience in conducting investigations/reviews and remediating workplace concerns. Previous experience as a HR Generalist. Experience working in higher education or state/local government preferred but not necessary. |
