Overview

RTI International has an opening for a Director, Innovation Economics and Policy within its Center for Applied Economics and Strategy (CAES). CAES delivers impactful analysis, research, and program services that span environmental and natural resource economics, food and agriculture, energy, innovation and science policy, and economic development. Our multidisciplinary team brings intellectual rigor, creativity, and decades of domain-specific expertise to help clients make informed planning and programmatic decisions.

The IEP program area delivers innovative, rigorous mixed methods analyses, services, and products with a focus on innovation, research, development and technology policy and programs. Clients mirror the breadth of stakeholders aligned with the program area's mission: government agencies at all levels, foundations and associations, universities, nongovernmental organizations, and mission-aligned private-sector organizations. Each client has its own information priorities and contract mechanisms that influence IEP's operations. Projects generally fall into three categories that are not mutually exclusive: economics of innovation and new technology, science policy and program evaluation, and translational science and commercialization. Contracting mechanisms include fixed-price, time and materials, cooperative agreement, and grant funded items. Lastly, the IEP program area serves as a center of excellence in science policy and innovation for RTI. Important collaborations are across CAES and with IDG and IA.

The director will provide business management and leadership to the program area. Working closely with IEP program staff, the director will ensure high-quality project management, robust technical implementation, team cohesion, strategic growth, and new business development.


Responsibilities

Leadership

* Provide business leadership to the Center's IEP program area and guide growth, working closely with senior staff, leadership in the practice area, and collaborators.

* Communicate the vision for the program area's growth internally within RTI and externally to prospective clients, partners, and collaborators.

* Articulate short-, medium- and long-term strategic goals, track performance against these goals, and communicate progress.

* Enhance visibility and stature of the Center's IEP research portfolio through thought leadership across a range of platforms and by participating in relevant outreach efforts.

* Communicate perspectives on emerging issues across the innovation and science policy domain internally and externally.

* Connect internal and external stakeholders to experts in the IEP program area.

Business Development

* Collaborate with IEP staff to build and sustain the proposal pipeline with science agencies (e.g., NIST, NIH, NSF, ARPA-H, DOE, CSIRO), foundations (e.g., Moore, ALS), and other clients. Leverage professional network and conduct regular outreach to current and prospective funders and partners.

* Guide and advise other senior IEP staff members in capture, marketing, and proposal efforts. Note: these efforts may span multiple domain areas in which the candidate may or may not have domain or technical expertise, including the economics of innovation and new technology, science policy and program evaluation, and/or translational science and commercialization. Comfort and competence in supporting senior staff with complementary skillsets is imperative.

* Support bid decision-making, in collaboration with strategic account executives and SVP team.

* Ensure high-quality proposals.

Project Portfolio Management

* Oversee implementation of existing projects in the IEP domain, ensuring delivery of high-quality deliverables on time and on budget.

* Connect existing tools, models, and research approaches with relevant applications across CAES and within RTI's research centers and divisions.

Team Building

* Provide leadership to a growing team who are a combination of senior (Ph.D., MA), midlevel (M.A.), and early-career (B.A., B.S.) staff representing the fields of economics, life sciences, engineering, and public policy.

* Mentor senior staff in business operations, serve as their direct manager, and promote their professional development.

* Organize, inspire, and support productive and efficient teams.

* Develop and implement recruitment and talent management strategies.

* Promote a culture of inclusion, belonging, and mutual respect.


Qualifications

* Ph.D. (and 10 years' experience), Master's (and 14 years), or BA (and 18 years) in economics, business management, public policy, life or physical sciences, or a relevant field with 10+ years of relevant work experience.

* Proposal leadership experience and success with large science agencies (e.g., NIST, NIH, NSF, CSIRO, DOE), foundations (e.g., Gates, Moore), and other relevant clients.

* Project leadership experience consistent with aforementioned client foci.

* Project portfolio management, including fixed-price, time and materials, cooperative agreement, and grant funded items with a wide variety of clients.

* Experience supervising staff at various career levels (senior, midlevel, associate).

* Experience fostering effective and efficient team dynamics.

Preferred.

* Demonstrated experience as a manager of managers.

* Track record of interdisciplinary collaborations across technical disciplines and domain areas.

* Track record of academic publishing.

* Extensive network of academic, government and private sector colleagues to build partnerships and identify business opportunities.

* A record of high-profile speaking engagements at conferences, webinars, and government workshops.

* PMP Certification.

$180,000 - $220,000
