Employment & Staffing is a high functioning human resources team within the Office of Human Resources that promotes a positive service-oriented approach to human resource management that is compliant with UNC-Chapel Hill, UNC System, state, and federal regulations. We provide the following services to applicants, employees and campus business partners:

Recruitment for EHRA Non-Faculty and SHRA positions
Temporary employment and staffing services
Form I-9 employment eligibility verification and E-Verify compliance
Background check services
Administration of SHRA layoff policies and transition services
Special employment relationships
Position Summary
This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office Policy. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station.

The Background Check Consultant will be responsible for acting as a subject matter expert in the areas of Fair Credit Reporting Act (FCRA), Equal Employment Opportunity Commission (EEOC) background check guidelines and managing adverse background check results. Primary responsibilities include conducting EEOC individualized assessments of adverse results and managing the FCRA pre-adverse and final adverse notification process, providing ongoing training and guidance to unit staff, campus background check initiators, and schools/divisions regarding the FCRA process and status of background checks. In addition, this position conducts background checks as per university policy.

Position collaborates with internal and external customers to understand their needs and consults with internal and external business partners and agencies to deliver services that help them to accomplish their goals and objectives. Ensures compliance with federal and state laws/regulations and consults with university departments to research and resolve related issues. Independently analyzes, researches and evaluates adverse background check results, prepares, and tracks FCRA notifications as well as ensures campus-wide compliance with the background check policy. This includes analyzing each situation to determine if an individual may/may not be eligible to be employed. Position's role includes researching and interpreting complex and often-conflicting regulations and policies and coordinating with the Senior Director Employment & Staffing, Assistant Director of Employment, Staffing Support Services Manager, Talent Acquisition Partners, EHRA Human Resources, Postdoctoral Affairs Office, Environmental Health and Safety, Office of University Counsel, UNC Police, and other central offices to evaluate adverse results. Position will manage complex billing and reconciliation processes. Acts as back-up to the background check supervisor for monthly metrics and background check audit analysis.
Minimum Education and Experience Requirements
Bachelor's degree and two years of progressively responsible professional human resources management experience; or equivalent combination of training and experience. All degrees must be from appropriately accredited institutions.

Required Qualifications, Competencies, and Experience
Previous experience in human resources, preferably in the employment and staffing area. Knowledge of Equal Employment Opportunity Commission (EEOC) background check guidelines and Fair Credit Reporting Act (FCRA) regulations. Prior demonstrated experience working on small to large projects. Prior administrative experience, including high volume data entry. Previous customer service experience. Demonstrated experience analyzing data and developing complex and comprehensive documents, reports, and spreadsheets using pivot tables, formulas and formatting. Intermediate experience and knowledge using Microsoft Office Word, Excel, Access, PowerPoint and Outlook. Prior experience managing data in Access databases (i.e., running queries and exporting data) as well as creating and editing presentations in PowerPoint. Experience with drafting correspondence and calendaring meetings. Previous experience developing policies, procedures and reference materials.

Demonstrated ability to manage multiple priorities with concurrent deadlines. Must be able to provide excellent service to multiple internal and external clients. Must be able to multi-task, prioritize and meet stringent deadlines. Must have strong time management, organization, work ethic, attention-to-detail and accuracy. Ability to understand and conduct complex oral and written instructions, and to express oneself clearly and concisely. Ability to conduct a thorough analysis of data from multiple sources and determine accuracy, consistency as well as identify and address discrepancies.

Must be able to function as part of a team in a deadline-driven, high-volume environment. Must have demonstrated experience maintaining the confidentiality of highly sensitive information. Must have the ability to interact and communicate effectively with individuals at all levels of the organization, ensuring confidentiality at all times. Must be able to securely manage and retain records. Position requires considerable judgment to determine what information is relevant and what follow-up is needed. Ability to understand and carry out complex oral and written instructions, and to express oneself clearly and concisely, in oral and written form. Ability to reconcile vendor invoices. Excellent oral and written communication skills and basic math skills required. Must be able to create training content including PowerPoint slides, computer-based training videos with voiceovers and resource materials (e.g., desk references and quick reference cards) and manage user profiles in the university learning management system. Must have prior experience facilitating in-person and virtual individual and group training sessions. Must have prior experience creating and conducting presentations to leadership as well as small and large campus groups. Demonstrated collaboration and teamwork experience.
Preferred Qualifications, Competencies, and Experience
Prior human resources experience in the areas of employment and/or recruitment in a large and complex organization. Prior experience managing and interpreting background check results. Previous experience researching best practices. Prior experience with compliance reporting and accounting/billing activities. Prior experience working with the EEOC background check guidelines and Fair Credit Reporting Act. Prior experience conducting performance reviews. Advanced level experience with Microsoft Word, Excel, Access, PowerPoint and Outlook. Experience developing and managing requests for proposals (RFPs). Prior experience with HRIS systems. Prior experience with university applications such as PeopleSoft, Carolina Talent (Cornerstone Learning), InfoMart WebASAP, and InfoPorte. Prior experience in a fast-paced higher education or public sector setting.
