Job Summary

The Subcontracts Manager will generally be responsible for overseeing all subcontracting activities associated with assigned projects. Position may be located in the home office in the early phases of project development/planning with deployment to the field to support construction on site.

Essential Functions
  • Represent the Company at all times with high moral standards while adhering to the Company's "Code of Business Conduct and Ethics."

  • Ensures full compliance with all Company subcontracting procedures.
  • Provides direction and expertise to subcontract related activities for projects within Matrix.
  • Manages and administers Subcontract functions under the direction of Project Management.
  • Coordinates and works closely with all key project disciplines (i.e.: Engineering, Construction, Project Controls, HSE, and Quality) to ensure continuity in the subcontracting process in order to achieve project goals.
  • Participates in development of Project Execution Plans; leads the development and implementation of the project Subcontracting Strategy.
  • Works with Legal to ensure that prime contract "flow-downs" are include in the project subcontracting documents/templates.
  • Leads the identification and prequalification of potential/new subcontractors.
  • Manages the solicitation of proposals in accordance with Company procedures and project requirements; leads the request for proposal (RFP) process
  • Leads the bid evaluation and subcontractor selection process.
  • Participates/leads negotiations of subcontract terms and pricing issues.
  • Prepares documents for subcontract award.
  • Manages all aspects of the subcontract administration process (i.e.: invoicing, change management, dispute resolution, close-out).
  • Maintains project Subcontracts Log and reviews/manages performance metrics of subcontractor effectiveness.
  • Depending on the size and scope of the project, may lead a team of Subcontract Administrators.
  • May perform other tasks as directed.
Qualifications
  • 8-10+ year's similar experience in Subcontracts Management, preferably in an industrial construction environment.
  • Bachelor's degree, or equivalent related experience, in Supply Chain Management, Business, Engineering, or field preferred.
  • C.P.M., CPSM, A.P.P., CSCP, or Six Sigma certification a plus.
  • Working knowledge of various construction disciplines/scopes/craft, general safety regulations, and basic quality requirements.
  • Good understanding of basic project management principles (i.e.: engineering process, construction management, scheduling, cost control, etc.).
  • Strong planning, and organizational skills; good oral, written and interpersonal communication skills.
  • Good computer skills including Microsoft Word and Excel.

The typical hiring range for this position is shown below. The pay rate will depend on the successful candidate's qualifications and prior experience, specific skill set, geographic location, internal equity, and other factors influencing pay. As such, an actual salary may fall closer to one or the other end of this range, and in certain circumstances, may fall outside the listed hiring range.

Hiring range: $140,000 to $170,000 per year

This role qualifies for per diem, if eligibility requirements are met, and overtime on a straight time basis with a work schedule up to 50 hours per week. This is subject to change and the Company may modify the work schedule for the project as required.
