Overview

As a subsidiary of Goldbelt, Inc., Goldbelt Security is an 8(a) Alaska Native Corporation providing product distribution and logistics to the Federal Government. Summary:

The Proposal Specialist will perform contract processes in pursuit of federal contracts to include research and development, evaluation of contract price proposals, contract administration, and/or termination and close out of contracts.

 

This position is a hybrid position for areas located within DC, Virginia, North Carolina, or within the surrounding areas.

Responsibilities

Essential Job Functions:

  • Responsible for reviewing the solicitation document and developing key proposal artifacts.
  • Responsible for establishing a schedule for writing, reviews, and production based on the submission due date.
  • Create the necessary templates and outlines to assist writers in developing compliant responses.
  • Ensure all proposal volumes/sections agree, including oral presentation, if required.
  • Incorporate and format written responses into a formal review document at each level of review.
  • Track schedule and progress to ensure all deadlines are met.
  • Skilled at incorporating win themes and strategies in appropriate locations in the text.
  • Experience and ability to write original text for such activities as Executive Summaries, company qualifications / capabilities, past performance, resumes and other marketing-related materials.
  • Adept at writing introductory paragraphs that lead evaluators through the relevant sections in a concise manner.
  • Demonstrated experience to take data developed by subject matter experts to refine and incorporate it into the proposal text in a compliant, comprehensive, and legible manner.
  • Edit or rewrite sections of proposals to ensure readability and compliance, without distorting the author’s original intent.
  • Conduct interviews and work closely with subject matter experts to ensure a comprehensive and compliant response.
  • Graphically oriented to assist assigned authors and subject matter experts in developing graphics that convey the theme or solution being proposed and working closely with graphic designers to ensure accuracy of illustrations and proposal covers.

 

Qualifications

Necessary Skills and Knowledge:

 

  • Ability to multi-task, prioritize and manage complex workload and handle pressure in a fast-paced environment.
  • Ability to utilize the Internet and Intranet as tools to support bid activities.
  • Ability to Research various government sites and GWAC sites for upcoming opportunities and track as applicable. Able to locate RFPs, drafts, announcements for upcoming bids.
  • Ability to analyze federal RFP’s and comprehensively outline all stated requirements.
  • Ability to work independently with minimal supervision.
  • Ability to meet tight deadlines with professional results.
  • Ability to understand complex concepts.
  • Ability to follow established policies and procedures.
  • Ability to work collaboratively with a multi-disciplinary team.
  • Availability to work long hours and over weekends when needed to complete proposals on schedule.
  • Expert in Microsoft Office Suite, Word, PowerPoint, Excel.
  • Strong customer service focus/skills.
  • Extreme attention to detail.
  • Strong interpersonal and written / verbal communication skills.
  • Flexible with respect to conceptual and procedural change.
  • Creative problem solving.

Minimum Qualifications:

  • Bachelor’s Degree in Business, Communications, Public Relations, or English with at least 4 years of related experience OR a master’s degree in a related field with 2 years of related experience, or high school diploma/equivalent with at least 8 years of related and demonstrated work experience.
  • Minimum three (3) years related proposal support experience.

Preferred Qualifications:

 

  • Previous Proposal experience working for a government contractor.

The salary range for this position is $75,000.00 - $85,000.00 annually.
